When our ad server determines a visitor isn't accepting cookies, it generates an ID for the visitor to take the place of the unique ID it would have used from the cookie.
This ID is generated by joining the visitor's IP address string with the User Agent string. This means that if two or more visitors are connected to the same Wi-Fi and have the same phone on the same software version, only one of those visitors will be served the creative. In this case, even if you open an incognito browser, it cannot bypass this.
As an alternative, to test if the creative is serving, we recommend checking it using mobile data/4G to avoid the above complications.
